Building passes serve to check criteria that assess, on the one hand, the comfort for the users and, on the other hand, the efficient use of resources in the life cycle of a building. Building owners use them as a tool for quality assurance and marketing. Clients use them for an objective assessment of the quality of the flat and/or building.

The international trend goes from the merely energetic assessment of a building (like with the energy pass) to a comprehensive building assessment (on the basis of ecological, financial and social sustainability criteria).

TQB (Total Quality Building) certification

TQ (Total Quality, the predecessing model) was developed in 2001 with subsidies from the Austrian Federal Government as result of international research co-operation in the framework of GBC (Green Building Challenge). TQ pursued early a comprehensive assessment approach aiming at sustainability. TQ is the most extensive building certificate in Austria and guarantees a very high standard of comfort and health-consciousness, resource efficiency, environmental compatibility, safety, durability and economic efficiency of certified buildings. Assessments of national and international projects have been carried out since 2001 (see https://www.oegnb.net/zertifizierte_projekte.htm). In 2010 the TQB system was aligned with international trends and harmonised with other Austrian building assessment systems (namely IBO ÖKOPASS and klima:aktiv haus). The adapted assessment system was launched by ÖGNB (Austrian Sustainable Building Council), a non-profit organization founded to contribute for widespread implementation of knowledge on sustainable construction. TQB allows evaluation of residential buildings, offices, commercial buildings; schools, hotels, and shopping centres). IBO ÖKOPASS - building pass for residential complexes

The IBO ÖKOPASS is a building pass specially developed for residential complexes. It aims at showing proof of the quality of residential complexes on the basis of building biology and building ecology principles and the use of it as a tool for marketing and quality assurance. All criteria are checked and assessed by means of measurements and calculations in the framework of a two-step assessment (preliminary assessment and final assessment).

klima:aktiv Bauen und Sanieren

The self-declaration system “klima:aktiv” of the Austrian Ministry of Life  focuses on climate protection measures in order to reduce the total energy demand and CO2 emissions in the building sector as well as to promote healthy living and working conditions. The assessment is carried out on the basis of a 1000-credit scheme. klima:aktiv haus was developed by  Energy Institute Vorarlberg and IBO on the basis of  experience gathered with the building assessment systems IBO ÖKOPASS, TQ and with housing subsidy guidelines in Vorarlberg.

There are three levels, differing in the number of credits to achieve and in the required evidence:

klima:aktiv haus gold

A building achieves “klima:aktiv haus gold” if it achieves at least 900 credits and fulfills all mandatory criteria. The energy performance corresponds to OIB guideline 6 or PHPP (Passive House Planning Package).

klima:aktiv haus silber

For a klima:aktiv haus silber status at least 800 credits are required. The building must fulfill all mandatory criteria. The energy performance corresponds to OIB guideline 6 or PHPP.

klima:aktiv haus bronze

The building must fulfill all mandatory criteria. The energy performance corresponds to OIB guideline 6.

Passive house certification

IBO GmbH is the only accredited testing agency in Austria that is authorised to award the certificate “quality-tested passive house” according to the guidelines of Dr. Wolfgang Feist.
